
AMVETS Life member served as Interim Executive Director for California AMVETS Department 2023-2025. Visionary executive with a strong focus on transforming the organization through statewide collaborative initiatives and technology innovations. Through his career spanning more than 25 years in disaster management and clinical experience he has revolutionized emergency management delivery and clinical operations by building innovative sheltering solution, field clinical delivery, and coalitions of stakeholders from across the industry. He has served 36 years in the military in various capacity starting as a non-commissioned officer and as a commissioned officer. He has served in multiple deployments under CENTCOM, SOCOM, EUCOM, and AFRICOM. In 2014, LTC Manalo was appointed by Governor Brown as the Deputy Administrator for the West LA State Veterans Home and transitioned into the role of the Administrator. He facilitated the top-line growth of the facility earning recognition in US News as one of the top ten healthcare facilities across the country and earning the 5 stars rating under Centers for Medicare & Medicaid Services (CMS). He holds a bachelor’s degree in Bio Chemistry from University of Southern California, MBA from University of Phoenix, Master’s in Applied Information System from University of Redlands, Doctorate in Public Administration from University Of La Verne and a PhD in Statistics from Arizona State University.
